My skins is BoldClock and I would like to change time format from 12 to 24 h. And is there any way to make date and day thicker?

The skin based on the posted code already shows the time in 24 hour format. This is returned by the [mTime] measure, which is set this way: Format=%#H. The H is setting time in 24 hour format, the 12 hour format being returned by a measure having set to Format=%#I (details).
So the skin is working as you asked. But is this what you wanted to ask, you want something else?

Note: the skin is returning only the hour. No minutes, no seconds, just hour. Weird, in my opinion...
